Everyone’s XP got scaled down. Your rank is still the same, and grinding/progression should also be the same.

When i played a Match and got to 23K XP before being killed by some person with inf CPS I ONLY GOT 2K XP!?!?

Your rank’s literally the same, and with how grinding’s reworked, it should take new players the same amount of effort to reach the point where you’re currently at.
